As far as going vegan on a budget, I'd say it's really easy. It's either cheaper than how I was eating before (meat is darn expensive) or lateral. Either way, it's definitely not more expensive.
What I do is just shop for what's on sale. Especially produce, I wait to see what's on sale that week and that's what I plan my meals around. In the summer I stick to the Farmer's Market as much as possible because their produce is so incredibly cheap! Eating organic produce can definitely be expensive, but I stick to the plan that I only buy organic if it's something I'm eating the skin of or it's on sale. I wish I bought more organic produce, but alas, I'm cheap. I eat A LOT of fresh fruit and vegetables, and really I can't afford to buy organic everything. I'm choosey with what I do buy organic, and I buy a lot of frozen vegetables too.
For protein, we use can/dried/frozen beans, tofu, tempeh, soy milk, soy yogurt, anything we can find! We just stick to the cheapest options we can find.
The biggest thing is to stay away from packaged food. That stuff is a disaster for your budget and your health. We buy a few packaged things (high fiber cereals, my husband's beloved Triscuits) but stick to whole, fresh foods as much as possible. Just because a packaged food has a "vegan" label does NOT mean it's healthy!
